Any sprite drawing tool for DKC games?

If had a set of sprite animations for my own character, and I want to replace Donkey Kong with my own character via graphic hacking, is there a program avaliable? If such a program exists, if I write my own homebrew game that decodes animated sprites in the same format DKC does, would I be able to use the program for my own game?
