Tanked Up Trouble, Always sucked at that level, Running out of fuel at the last second.

Recently, I was playing Donkey Kong Country on the SNES And played the Levels Stop and Go Station and Loopy Lights, I noticed that despite the 2 levels being Mine shaft levels, The 3rd layer(behind the structure and attached to the ground) They have the Walkway background, Why is this?
