What is a ROM?

first off your not dumb and second:
I will keep this simple, when we talk about roms on this site we are referring to a console based read-only-memory - the donkey kong country series have hardware that has mountable snes executable and the data contained on the cartridge that is dumped on a computer is considered a rom... they can be emulated on multiple devices, pc using zsnes or snes98x -the android using snesdroid- or the apple devices using snes4ios these are "just a single banana out of a bunch" you can try out.

if you don't understand I am sure someone else willing to break this down for you so you can understand it better.

Edevore's right; a ROM (or "ROM image") is a file that holds all of the data from a game cartridge (except for the save games, which are not "read only"). It's basically a game stored as a single file, which can be played via emulator.
